The Covenant of Mayors for Climate and Energy brings together close to 12.000 local governments across Europe committed to reducing emissions, improving energy efficiency, building climate resilience, and tackling energy poverty. Participating cities align with EU climate goals and receive support through peer learning, a common science-based energy and climate planning framework, and guidance from the initiative’s permanent secretariat. Facilitating multi-level governance is at the core of the EU Covenant initiative.

The Global Covenant of Mayors (GCoM) expands this commitment globally. The EU Covenant signatories and many others around the globe make the GCoM the world's largest alliance with over 13.800 local governments. Similarly, to the EU Covenant, the GCoM supports cities in setting targets, planning, implementation, and accessing funding, while facilitating multilevel cooperation and monitoring. Through the City Climate Gap Fund, managed by the European Investment Bank and the World Bank, GCoM provides grants to cities in the economically developing world.
