The Neighbourhood, Development and International Cooperation Instrument (NDICI) is a financial framework under which cities across various regions, including Eastern and Southern neighbours, can access funding and support for sustainable urban projects. Cities can benefit from grants, technical assistance, loans, and guarantees through partnerships with international financial institutions. The support covers areas like energy, waste, and green transport, with opportunities for city-to-city cooperation and blended finance. The Moldova Growth Plan, under NDICI, also targets cities, while EFSD+ provides guarantees for programmes involving non sovereign loans or private equity for the benefit of municipalities, urban utilities and service providers.
