The Citizens Omnibus aims to set up a process to reduce administrative burdens in EU legislation which have a direct impact on the daily lives of people legally residing in the EU.

The goal is to ensure they can fully benefit from the single market without facing disproportionate administrative or legal barriers, especially in cross-border situations. It will provide an opportunity for targeted amendments to EU legislation that cut red tape and make rules simpler.

The Commission invites citizens and civil society organisations to reply to open call for evidence. 

The technical dialogue on district transformation organised by the Commission and European Urban Initiative in Rome on 16 June 2026 will contribute to the collection of inputs and preparatory process for the Citizens Omnibus, inviting participants from civil society organisations and other urban stakeholders. It offers an opportunity to contribute to the targeted consultation on the Citizens’ Omnibus Initiative, to exchange with participating Civil Society Organisations (CSOs) on the views of citizens on district transformation, in particular on how to set strategies to make better use of existing buildings, as well as on supporting inclusive social and affordable housing investments that are resilient and sustainable in the long term.
