EU Cities Mission marks milestone: 103 cities labelled on the path towards climate neutrality

The EU Mission for Climate-Neutral and Smart Cities, one of the five EU Missions under Horizon Europe, has surpassed its target of supporting 100 cities in their plans to become climate neutral by 2030. On 15 October 2025 eleven additional cities received the EU Mission Label during the European Week of Regions and Cities in Brussels, bringing the total to 103 labelled cities. 

The newly labelled cities are: Munich (Germany), Angers Loire Metropole (France), Zagreb (Croatia), Rome (Italy), Differdange (Luxembourg), Amsterdam, Eindhoven & Helmond, Groningen, Rotterdam (Netherlands), Bratislava (Slovakia).  

The EU Mission Label recognises cities that have developed robust Climate City Contracts, including clear climate neutrality strategies and investment plans. Labelled cities gain access to the Climate City Capital Hub, advisory support from the European Investment Bank, and a dedicated €2 billion lending envelope to help turn their plans into investable projects. 

Cities play a central role in Europe’s climate ambitions, accounting for over 70% of CO₂ emissions. Through the Cities Mission, Europe is supporting urban innovation by scaling clean technologies, promoting circular economy solutions, and creating new market opportunities. The Mission directly contributes to the European Green Deal and the EU’s wider urban and industrial policies. 

Launched in 2022, the Cities Mission involves 112 cities in the EU and associated countries. With 103 cities now labelled, the Mission continues to drive progress toward climate neutrality by 2050 through collaborative action, innovation, and citizen engagement across Europe.
