EU Covenant of Mayors Strategic Review 2026

Welcome to the EU Covenant of Mayors Strategic Review Survey

Ipsos and its partners VITO and Ricardo have been commissioned by the European Commission to conduct an independent strategic review of the EU Covenant of Mayors.

The Covenant of Mayors has been Europe's largest movement of local authorities committed to climate and energy action for over 15 years. This strategic review examines how the initiative has performed since 2015 in supporting municipalities to plan and implement climate action, and assesses its continued relevance in today's evolving policy landscape.

This survey is intended for all municipalities (including those that are not currently signatories of the Covenant of Mayors), and other stakeholders familiar with the Covenant of Mayors. You will only be asked questions that are relevant to you.

This survey explores your experiences with the Covenant of Mayors, including:

• The value and relevance of its services and support
• Challenges and opportunities for municipal engagement
• Municipalities’ needs for climate and energy planning and implementation
• Ideas for improving the initiative's effectiveness
