Across Europe, cities are setting ambitious goals to boost walking and cycling, yet many struggle to bridge the gap between planning and real-world implementation. To address this challenge, the European Urban Initiative (EUI) has launched a new training kit as part of its Policy Lab on Active and Integrated Mobility. Designed to help cities move from strategy to delivery. While technical guidance on active mobility is widely available, local authorities often face an "implementation gap"—the difficulty of turning plans into sustained action. The training kit focuses on the enabling conditions for success, including:
- Behavioural change and public buy-in
- Political and organisational mandate
- Cross-departmental coordination
- Scaling and funding measures over time
The training kit offers a flexible, modular approach for cities to adapt to their needs: ✅ Modular slide deck with speaker notes and facilitation prompts ✅ Introductory screencast for easy onboarding ✅ Experiential tools (scenario exercises, canvases, peer-learning formats) ✅ Facilitation guidance for independent delivery.
By using the kit, participants will: ✔ Identify bottlenecks and opportunities in their local context ✔ Develop concrete next steps for implementation ✔ Gain skills to sustain active mobility measures long-term
